Yes it is. What you need to do is:
+ Click on the 'Target groups' icon in the Data file options menu (Designer Mode). The window below will pop-up, and by selecting a group you are allowed to move it up and down in the list just by hytting the arrow buttons on the right side of the window.
+ When done, click 'OK'
