First thing when trying to add a new case/respondent to your datafile, in Editor Mode you need to:
+ switch tab, from 'Variables' to 'Data'
+ here you'll find the ''Append Case' icon in the Edit toolbar to add a single, empty case. Hit the button and a new empty case is inserted at the end of the file, as the last case, and must be filled manually.
+ fill the fields manually and after entering the data, provides an on-time saving.

This procedure is considered good in terms of time spent, when you have to insert manually one or few cases, but in case you have a file (even of different file format from a .ddf2 one) you can use the procedure for 'Appending a file of respondents'.
